The Constitutional Revolution was one of the most significant turning points in Iran’s political history, bringing about profound changes in the structure of power, political thought, and civil institutions. This study employs a historical-analytical approach and documentary sources to examine the Revolution’s influence on the development of concepts such as rule of law, separation of powers, political participation, and citizenship rights. Findings indicate that the Revolution provided the first platform for introducing modern political ideas into Iran’s traditional society, and alongside the creation of institutions such as the National Consultative Assembly and the Administrative Justice Court, reshaped elite perceptions of power and sovereignty. However, foreign interventions, weak administrative structures, and the persistence of autocratic relations hindered the full realization of its goals. Despite short-term setbacks, the Constitutional Revolution paved the way for the institutionalization of rule of law and political development in Iran over the long term.
