This study employs a historical-analytical approach and documentary sources to examine the Revolution’s influence on the development of concepts such as rule of law, separation of powers, political participation, and citizenship rights. Findings indicate that the Revolution provided the first platform for introducing modern political ideas into Iran’s traditional society, and alongside the creation of institutions such as the National Consultative Assembly and the Administrative Justice Court, reshaped elite perceptions of power and sovereignty. However, foreign interventions, weak administrative structures, and the persistence of autocratic relations hindered the full realization of its goals. Despite short-term setbacks, the Constitutional Revolution paved the way for the institutionalization of rule of law and political development in Iran over the long term.</p> <p>ضت مشروطه یکی از مهم‌ترین نقاط عطف در تاریخ سیاسی ایران است که موجب تغییرات بنیادین در ساختار قدرت، اندیشه سیاسی و نهادهای مدنی گردید. این پژوهش با رویکرد تحلیلی-تاریخی و استفاده از منابع اسنادی به بررسی تأثیر مشروطه بر تحول مفاهیمی چون قانون‌گرایی، تفکیک قوا، مشارکت سیاسی و حقوق شهروندی می‌پردازد. یافته‌ها نشان می‌دهند که مشروطه بستر ورود اندیشه‌های مدرن سیاسی به جامعه سنتی ایران را فراهم کرد و در کنار ایجاد نهادهایی مانند مجلس شورای ملی و دیوان عدالت اداری، باعث تغییر نگرش نخبگان نسبت به قدرت و حاکمیت شد. با وجود این، موانعی همچون مداخلات خارجی، ضعف اجرایی و استمرار مناسبات استبدادی مانع تحقق کامل اهداف مشروطه شدند. این مطالعه نشان می‌دهد که هرچند مشروطه در کوتاه‌مدت با ناکامی‌هایی همراه بود، اما در بلندمدت زمینه‌ساز نهادینه شدن فرهنگ قانون و توسعه سیاسی در ایران گردید</p>
